An urgent appeal for information was launched after a mysterious gunner shot dead two men with a grenade launcher.
The police were sent to the Albert Street in Exeter at 15.50 after the incident in front of The Globe Inn, where a man was shot in the neck while another was shot in the stomach.
But they could not find the shooter or figure out where to shoot.
Incident incident manager Martin Worthington said: "Officers participated in the investigation and made inquiries, and now we want to hear from witnesses.
"We want to hear from everyone in the area between 3:30 pm and 4:00 pm that there is information about this incident and we were unable to determine where the responsible person was at the time.
"We endeavor to identify the responsible persons or persons."
The police also confirmed that a window on a nearby property had also been damaged by pellets. However, it was not clear if this was due to a rebound or was fired directly.
Anyone with information will be asked to contact police at 517 or 15 March.
A 44-year-old man says he was on the phone in front of the pub when he felt a pellet beating his back. Another, over 50-year-old man, who passed by, was hit in the stomach.
The first victim says a mother with a small child ran nearby when the first shot landed.
He said, "It was completely unprovoked, there was a woman who passed me with her child when it hit me in the back, and next I heard a shot and another guy took a shot.
"I was on the phone in Albert Street, I turned around immediately and the first thing I saw was mother and child, and I thought, where's the crap coming from?"
"I was more worried that he could give a mother and child a pot shot, it was a bit bizarre.
"This is supposed to be a small community in Newtown and an idiot does this for no reason – I did not see him because my back was shot."
"I had my leather vest on, but I still had a flesh wound in my back.
