Boris Johnson plans to remove the "broken down" British rail franchising system and replace it with a new model based on "performance and reliability", may disclose the Sunday Telegraph.

The Prime Minister is expected to use Monday 's Queen' s speech to announce proposals to undertake "revolutionary" railroad reform as early as next year.

It also plans to introduce a draft law on withdrawal agreements to implement a Brexit agreement, if any, with the EU this week. 21 other bills will include legislation introducing a new point-based immigration system, laws to ensure faster access to new medicines, major environmental reforms, and an obligation for voters to produce photographs.
