New agreements for the new European Climate Law.

The European Council reached an agreement on a partial general orientation on the proposed European Climate Law, which aims to establish in the legislation the objective of a Union reaching climate neutrality by the year 2050.

The European Union is determined to achieve climate neutrality by 2050, highlighting from the agreement the importance of promoting both equity and solidarity among member states and profitability in achieving the goal. The law seeks to protect people and the planet, well-being, prosperity, health, food systems, the integrity of ecosystems and biodiversity against the threat of climate change, maximize prosperity within the limits of the planet and increase resilience and reduce the vulnerability of society to this change.

Currently, the Council’s position is biased, because it does not yet specify an updated greenhouse gas emission reduction target for 2030, given that further work is needed for the Member States to reach an agreement on this issue.

To ensure that the EU does not deviate from its climate neutrality target in the coming years, the Council instructs the European Commission to report on the operation of the European Climate Law within six months of each global balance sheet carried out under the Paris Agreement.

“These elections are focused on throwing out Trump,” says Ocasio-Cortez

US Congresswoman Alexandria Ocasio-Cortez looks on during an interview in Queens, New York, USA. EFE / EPA / Alba Vigaray / Archive

New York. – Democratic congresswoman Alexandria Ocasio-Cortez declared on Tuesday that the presidential elections on November 3 focus on the need for the country’s president, Donald Trump, not to be re-elected, rather than on the election of the Democratic candidate, the former vice president. Joe Biden.

“These elections are focused on kicking out Trump, because the Democratic Party has not done at all enough or has not committed itself to achieve continued and lasting support” from the voters, the young politician, a young politician, said in a virtual press conference. of the most prominent voices of the left wing of his party.

Asked by young Democratic voters who claim to vote for Biden with the aim that Trump does not get re-elected and not because they are attracted to his program, Ocasio-Cortez, who did not hesitate to acknowledge her differences with Biden on issues such as hydraulic fracturing to extract oil, showed its “total agreement” with these voters and argued that Trump’s arrival in power was due to the lack of enthusiasm generated by the leaders of his party.

“One of the main reasons we have Donald Trump in office right now is because the Democratic Party has not done a good enough job to generate enthusiasm for a Democratic government,” said the congresswoman also known by her initials, AOC.

“And if you want to keep a Democratic majority in a midterm election, we have to do real things like pay off student loan debt and make health care really affordable,” he said.

Ocasio-Cortez stressed that the Democratic leaders “have to be pushed and pressured and it will be the young people who, frankly, will have to make noise so that the Democratic Party does things and solve its problems”, especially those related to the environment.

“It is important to create space for discussion, including in our party, such as how I try to handle the differences between myself and former Vice President Biden on the issue of hydraulic fracturing. We are on the same team, but we are going to discuss and this I think is good and healthy for the dynamics of government, “he said.

On the other hand, the policy criticized the confirmation on Monday of the conservative judge Amy Barrett as a new member of the Supreme Court and described the process of her election as “illegitimate.”

“It was a completely illegitimate process, and the illegitimacy of Barrett’s process ranged from the lack of hearing more witnesses to the failure to seriously examine his previous work in a comprehensive manner, which has led to a rushed process,” he said.

With the election of Barret, Trump has managed to consolidate a conservative majority for the next few decades in the country’s court.

AOC also referenced the economic incentive package to alleviate economic problems that is being discussed in Congress and stated that if it is not approved before the election and Trump is not re-elected, the outgoing president may not want to approve the stimulus until January.

“We were very close to getting a stimulus package before the elections. While that is still possible, I certainly thought that by now we would be much closer. Therefore, I am extremely concerned about the implications of that, particularly if the president does not win re-election, as I am concerned that he does not want to approve the stimulus until January, “she said.

Interview: resumed talks after Brexit show commitment to getting the business done: UK expert.

LONDON, October 27th (Xinhua). The negotiators have returned to the table to continue talks on a post-Brexit trade deal between the UK and the European Union (EU). This is seen by many as a positive development.

David Phinnemore, Professor of European Politics at Queen’s University in Belfast, said the fact that negotiations are still ongoing despite Prime Minister Boris Johnson’s missed October deadline is a “good sign”.

“They are more intense. You got more people involved. You have a clear new structure. And I think the obligation now is to secure a deal in good time, if possible, so that it can come about by the end of the year, ”Phinnemore Xinhua said in a recent interview.

“I think one thing we saw is that it has been given a little bit more detail on where they are in negotiations. As far as I think, when (EU negotiator Michel) Barnier spoke to the European Parliament, he really did offer a number of areas on which Britain and the EU largely agree. And that we shouldn’t lose sight of the fact that there is a fair amount that they can agree on, ”Phinnemore said.

However, the expert emphasized that there are still major differences between the two sides.

“Let’s not underestimate the fact that there are principles at play here, that there are interests at play,” he added.

“The big question is, can these be resolved in the coming weeks? I think the fact that both sides are speaking suggests that they believe there is some room there to find the deal. And I also think politics has probably changed a bit because there are more and more calls from companies to get a deal, ”he noted.

The two sides have argued over the issue of “state aid rules” which restrict state aid to industry in order to ensure fair economic competition. and how much European fishing boats should be able to catch in UK waters by next year.

According to Phinnemore, aspects of these “sticking points” could be overlooked in favor of the bigger picture.

“Fishing is always a big political issue in negotiations, it increases sensitivity. But I think more and more people are seeing the bigger picture – it’s a very small percentage of the economy, ”he said.

“The UK has fishing waters that the EU wants to have access to. The EU has a market that the UK fishing industry needs access to. So the logic is that there has to be a way to find an agreement within it, ”he told Xinhua.

The UK recently announced that it had officially signed a trade deal with Japan – the first major UK deal after Brexit.

For Phinnemore, there does not seem to be a “radical departure” from what already exists as the deal is similar to the one that already exists between Japan and the EU.

“Obviously it shows the fact that the UK can negotiate with a third country. But it is also likely a reflection of the fact that Japan wants as much continuity as possible. It’s not like the UK made a deal with him. ” a partner with whom the EU does not have a trade deal and with whom the UK would not have signed a trade deal if it had remained an EU member state, ”Phinnemore said.

Talks on future UK-EU relations will continue in London until Wednesday, Downing Street has confirmed. Negotiations, which resumed in the British capital last Thursday after breaking the sticking points, were originally slated to close on Sunday.

Further talks are planned in Brussels from this Thursday, the BBC quoted EU sources as saying.

After the recent stalled negotiations, Johnson previously signaled that Britain must prepare for a no-deal scenario.

For Phinnemore, despite the desire on both sides to strike a deal, this is still a possible outcome.

“The UK doesn’t need to prepare for a deal, there is absolutely no guarantee that the deal will necessarily be around in the coming weeks,” he warned.

“We could be in a situation where we’re very, very close to a deal, but there’s just a deadlock there. As a result, starting January 1st, you will have a no-deal time. A. The deal can then come later so the pragmatic position is that you don’t have to prepare for a deal, ”he added.

Phinnemore argues that Britain should have been preparing for a no-deal for a much longer period of time, especially if some parts of “British body politics are out to pursue a no-deal”.

Phinnemore said both the EU and the UK have recognized the strong effects of a no-deal, but the UK will perform worse in the short term.

“The EU will suffer, but the cost will be on the UK. Hence, she will be under pressure to get a deal. However, that doesn’t mean there’s a deal coming up, ”he said. End item.

Flanders wields a 1666 treaty to fish in British waters even if Brexit fails

Charles II of England had a hectic life. A woman he married in two separate ceremonies, no legitimate children, but a minimum of 12 with his lovers, a beheaded father, and himself spending nine years in exile before taking the thrones of England, Scotland and Ireland after the Cromwell’s death. He spent three of his years in exile in the Flemish city of Bruges and, grateful for their hospitality, in 1666 he awarded them the Privilege of the Visscherie , the privilege of fishermen that gave 50 boats from that city eternal fishing rights in British waters.

What seemed like a modest forgotten episode in history became topical this October when the Belgian ambassador to the EU, Willem van de Voorde, raised the issue at a meeting on the negotiations of the Brexi. To the surprise of his colleagues, the ambassador pointed out that, even if the negotiations on the future relationship with the United Kingdom fail and, with it, the access of European fishermen to British waters ends, those of Bruges would maintain their rights. Fifty boats from that city could continue fishing based on that privilege of 350 years ago, which is now being carefully dusted.

Charles II granted the eternal right to fish to 50 ships from Bruges, grateful for hosting him in exile

He Flemish government insists on this right, which they believe will serve them if the Brexit negotiations do not bear fruit. “A first legal analysis indicates that the privilege of fishermen is still maintained,” said the Flemish Minister for the Economy, Hilde Crevits, ready to play this card if necessary. According to their data, more than half of the income of Flemish fishermen comes from catches in British waters. They have a modest fleet, 67 boats, but the sector as a whole provides work for 2,500 people, according to the councilor who considers that “expelling Flemish fishermen from British waters poses an existential threat to the entire industry.”

Although Flanders has unearthed this 1666 privilege, its legal value has never been proven. On two previous occasions this document of Charles II, the king known as Merry Monarch (the cheerful monarch), although without ever reaching conclusive results. The first opportunity took place in 1849, in fishing negotiations between the United Kingdom and the Belgium that it had just become an independent state, and the British were not too impressed by the argument.

More picturesque was the second attempt, in 1963, with a Bruges councilor, Victor Depaepe, sailing into British waters with the declared intention of being arrested and taking the case to court. To do this, he warned of his departure with individual telegrams to the Queen of England and Prime Minister Harold Macmillan. It got publicity, but not that the judges intervened. Apparently, the advisers of the British Ministry of Agriculture would have recommended not to go to trial as they could not guarantee one hundred percent that they would win the case.

We will see if now the privilege is drawn again and with what luck. It will depend in the first place on how the Brexit negotiations proceed, which since last week have been intensively developed in London and which will be moved to Brussels tomorrow. Behind the provocative statements, progress is detected, although no one knows if it will be enough, and January, the date of the United Kingdom’s disengagement from the EU, is very close.

Of the three major obstacles that remain in the negotiations, one is fishing. You have to solve the so-called level playing field , Brussels slang to indicate that British products cannot enter the single market benefiting from State aid that puts them at an advantage, and also governance, that is, how disputes will be resolved that, no doubt, will arise . Then comes fishing, which, although it may have limited economic weight, is politically very sensitive.

The EU has made it abundantly clear that, without an agreement on fisheries, there is no global agreement, and although it is an issue that affects only eight countries out of the 27, so far the rest have closed ranks against what are considered British attempts to open gaps between European countries. If they apply realism, European fishermen cannot expect to have the same rights that they currently enjoy, but they try to keep the quota reduction as low as possible. Meanwhile, the 50 of Bruges wait with him Privilege of the Visscherie in the bedroom, just in case.

Sánchez slips away in the storm

The decision of Pedro Sanchez of leaving the responsibility for confinement in the hands of the Autonomous Communities is contradictory with the messages he launched to face the first wave of the pandemic. Then he said we were going out “all together.”

But even more paradoxical is his refusal to explain in Congress the reasons that lead him to request parliamentary support for an absolutely exceptional state of alarm for half a year, which also raises serious legal doubts. This task has been delegated to the Minister of Health, Salvador Illa.

It sounds like a joke that the government justifies the announced absence of Sánchez in Parliament by alleging a meeting of European leaders, especially since the meeting is telematic and will be held nine hours after the plenary session begins.

It should be remembered in this regard that during the first state of alarm the president not only appeared in the Chamber every two weeks; He also did it before the Spanish every Saturday in a media overexposure that had its echo in public opinion. Why is it now slipping away in the storm?

It must also be taken into account that Sánchez has not yet tied the 176 votes he needs to extend the alarm until May of next year. Precisely his attitude, which some see as arrogant, has generated unease among groups that, in principle, might be willing to give him their support.

Sánchez must go to the headquarters of national sovereignty to state the reasons that lead him to propose an unusual measure, and to submit to the questions and considerations of the rest of the political representatives. It is responsible. But it would also be the logical culmination of a scenography that he himself has fed, and that began last Friday with an institutional statement in a very serious tone and continued with an extraordinary Council of Ministers on Sunday, in which he announced the curfew for all Spain … although at the time it did not say that it would expire on November 9, so that, from that day on, each Community will make a tunic out of its cape.
