President of Kazakhstan Kassym-Jomart Tokayev has announced a series of new appointments and structural changes within the country's security governance apparatus. Born in 1967, his academic credentials include a degree in mechanical engineering obtained from the Kazakh Agricultural Institute. Later, he completed a master's degree in public administration at the Russian Presidential Academy of National Economy and Public Administration.

His professional trajectory covers a broad spectrum of public service and security oversight. Between 1994 and 2009, Baimukashev served across various law enforcement agencies, including internal affairs bodies and the Prosecutor General's Office. He then transitioned to the executive branch, working in the Office of the Prime Minister of Kazakhstan as both Deputy Head and Head of the Defense and Law Enforcement Department.

Following his tenure in the Prime Minister's Office, Baimukashev held several prominent security-related posts. He served as Deputy Secretary of the Security Council of Kazakhstan, followed by a period as Chairman of the Administrative Police Committee of the Ministry of Internal Affairs. He then took on the role of Deputy Minister of Internal Affairs before returning to the Security Council structure as First Deputy Secretary.
