In a sweeping new report released on Friday, The Guardian details how Turning Point USA (TPUSA) pushed for an outdoor venue at Utah Valley University (UVU) despite campus officials’ cautions, and how UVU’s own security shortcomings left the activist vulnerable to a rooftop sniper. The 158‑page independent review, commissioned by UVU, examined the chain of decisions that led to the shooting. It found that weeks before the event, UVU staff recommended a more secure indoor venue, but the university deferred key decisions to TPUSA. The report’s findings echo those of other outlets. Eastbay Times and PBS both note that UVU did not conduct a formal security assessment, did not produce a written event action plan, and left critical decisions to TPUSA. They also highlight the absence of a line‑of‑sight assessment, a pre‑event briefing, and coordination with Kirk’s private security team.

According to the report, the event venue, a courtyard surrounded by elevated walkways, was chosen because a TPUSA representative had previously spoken there and the organization was “familiar” with the location. University officials expressed concerns about the outdoor setting, but ultimately allowed the event to proceed. In our assessment, those decisions were consequential, the review states.

Security gaps were extensive. UVU’s police chief, Jeff Long, texted TPUSA’s security supervisor, Dan Flood, to meet at the Hall of Flags walkway at 11 am, but the face‑to‑face briefing never occurred. The review notes that the university failed to conduct a line‑of‑sight assessment, to arrange a walk‑through with all security stakeholders, and to coordinate with local law enforcement and the speaker’s private security team. It also points out that the university had only 13 sworn officers at the time of the shooting, a figure far below the recommended staffing for a campus of UVU’s size.

In the days leading up to the event, the university asked TPUSA for an estimated attendance figure, but the organization never supplied one, despite claiming it would control ticketing. The lack of a reliable attendance estimate limited UVU’s ability to secure a real‑time grasp on crowd size, the report argues.

The shooter, 23‑year‑old Tyler Robinson, turned himself in a day after the killing and has pleaded not guilty to aggravated murder. A judge on 1 September ordered the case to proceed toward trial, though a date has yet to be set. The case is now part of a broader wave of political violence that has claimed the lives of high‑profile figures in the United States over the past year.

The family’s lawyer, Brett Parkinson, reiterated that the university assumed responsibility for all attendees’ safety. The buck stopped with UVU leadership and law enforcement, he said again.
