Estonia accuses Russia of ordering arson attack on Milrem Robotics

Estonia has formally accused Russian intelligence of orchestrating an arson attack against Milrem Robotics, a major defence manufacturer supplying unmanned vehicles to Ukraine. The announcement marks a sharp escalation in tensions along NATO’s eastern flank, as Tallinn and its Western allies confront a widening campaign of covert sabotage across Europe.

According to investigations by the Estonian Internal Security Service, known as Kapo, a fire broke out in the early hours of August 15 at a building used by Milrem Robotics on Betooni Street in Tallinn’s Lasnamäe district. Emergency services brought the blaze under control quickly, and no injuries were reported. Milrem Robotics stated that the incident caused no material impact on its operations or vehicle deliveries to customers.

Prime Minister Kristen Michal and Foreign Minister Margus Tsahkna stated publicly on Tuesday that investigators are completely confident the fire was commissioned from Moscow.

"We can conclude with certainty that the arson attack … in Tallinn was an act of sabotage ordered by the special services of the Russian Federation"

Estonia did not publicly disclose all of its gathered evidence, citing the confidentiality required by its security services, but noted that the modus operandi matches other hybrid attacks across the continent.

Three suspects, all Latvian citizens, were apprehended shortly after the incident. Two were arrested in Latvia on August 17, and a third was detained the following day. Following searches that uncovered data storage devices and suspected tools, Latvia transferred the trio to Estonia in mid-September, where they remain in custody.

Kapo Director-General Margo Palloson noted that Russian handlers frequently recruit local proxies, utilizing criminals or ordinary people seeking easy money while concealing the true identity of the intelligence services behind the orders. Intelligence assessments indicate that more than twenty individuals involved in Russian-backed physical attacks have been apprehended across partner states since the start of the full-scale war against Ukraine.

The choice of target was deliberate. Milrem Robotics manufactures unmanned ground systems, most notably the THeMIS unmanned ground vehicle, which is deployed by Ukrainian forces. Kalev Koidumäe, head of the Estonian Defence and Aerospace Industry Association, explained that any enterprise backing Kyiv naturally draws hostile interest from Moscow. Security agencies have advised defence contractors to enhance physical and cyber safeguards in response.

The sabotage in Tallinn forms part of a wider pattern of suspected Russian operations throughout Europe targeting military supply chains. Similar incidents have been reported across several nations in recent weeks:

International reaction was swift. Kremlin spokesman Dmitry Peskov rejected the accusations during a press briefing.

Western leaders rallied behind Tallinn. NATO Secretary-General Mark Rutte condemned the action, asserting that Moscow’s attempts to undermine allied unity are failing. French President Emmanuel Macron labeled the hostile acts a dangerous escalation, while Swedish Prime Minister Ulf Kristersson called the attribution extremely serious and directed against Europe as a whole. Lithuanian Foreign Minister Kestutis Budrys and Latvian President Edgars Rinkevics both emphasized that the incident proves Moscow's aggressive activities extend far beyond Ukraine's immediate borders, necessitating heightened vigilance and increased support for Kyiv.

In response to the provocation, the Estonian Foreign Ministry summoned Russia’s chargé d’affaires to lodge a formal protest. Foreign Minister Tsahkna vowed that Tallinn would increase pressure on Moscow, tighten sanctions, and strengthen military assistance to Ukraine rather than bow to intimidation.
